…1051 19/19 workflows on the PR head are startup_failure (D39 allowed_actions posture + #1037 codeql pin), so the 22 required contexts never report and ruleset 23787415 (zero bypass) merge-locks the repo for every actor. Arena token cannot write rulesets (404 probe, no drift). This makes the owner-instructed relax->merge->restore turnkey for an administration:write session, with verified restore; auto-merge is armed as the doctrine-clean path.
